At the bottom of every page is a standard footer with copyright, privacy statement and terms.

Where is the source for that line?       I want to add a Contact Us hyperlink there.

If you want to add links there, you will need to modify the skin files. The copyright text is taken from the copyright field in Site Settings and the terms and privary text come from localization files.

I see where to change the values displayed there, But how would I ADD an additional hyper link there?   

The footer is on every page generated which is NICE, but Where does that footer line of code come from?

You need to modify the skin file.

Go pagesetting to see what skin the page is currently used.

Then open the root folder of your site, go portals/skins/yourskinname(folername)/, you will find the skin file and just add a link to the footer.
