Can anyone please confirm that if set the requiresUniqueEmail property in web.config to TRUE, that this is a setting that works only for the entire DDN installation (I'm running DNN 6.1.2).

At least that's the way I have seen it. I cannot create a new user in a a portal if an account has been created with the same email in one of my other portals.

If this is true, then is there any way to still enforce that only one account exists with the same email in each portal and that the user can create individual accounts in my different portals?

yes, it is an installation wide setting - note: if a user with a unique email is registered on one portal when they register on another the site should associate the portal with that user account (i.e. 1 user record, 2 userportals records) - ive not tested if this works with requiresUniqueEmail or if it does the check before the account/portal association
