Hello 

when you navigate to Host->Extension->Create New Extension, and then select "Module" in dropdown "Extension Type" you will get error:

I noticed the same, but the extension package got created properly. I logged it in Gemini (DNN-19777)

Hi, 

thanks for you reply, but i cannot create extension,  after i selected the "module" in dropdown "Extension Type" field, the pop-up windows was disappeared. 

do you have any other ideas?

I'd try disabling popups in Admin > Site Settings temporarily.
