I'm having the same problems - but the Web Platform installer is 4.5.
"The specified password for user account 'sa' is not valid, or failed to connect to the database server. :
I'm trying to setup a development environment on a single box with IIS and SQL Server running.
The installer does not ask me anything about which database to use.
I have gone in and set the SQL Server use SQL Server and Windows Authentication Mode. Changed the password, Then I restarted SQL Server.
I am running Windows 7 Pro, Microsoft IIS 8.0, Microsoft SQL Server 2008 R2, .NET Framework
4.0. I'm at a loss...Thanks for any input!!!

The sa account could be disabled, the password could be incorrect or SQL Server Express isn't in mixed mode.

I just upgraded to web platform installer to 4.5 and encounter the issue and wrote a quick blog post about how to correct it:

Follow the directions and let me know if it corrects the issue.

That worked like a champ! 
Thanks for the concise step by step instructions.
I had changed the server instance security to SQL Server and Windows Authentication mode. 
But had not noticed that the sa account was not enabled.
Once again thanks!!!
