I created a new instance of DNN 06.01.05 (142) because I wanted to upgrade my existing DNN version 5. As I was installing modules from my old DNN site. I noticed that the LocalResourceFile is not loading properly. For now, I placed a temporary fix on every module that I install on the View.ascx:

private void InitializeComponent()
        {
            string cultureCode = System.Globalization.CultureInfo.CurrentCulture.ToString();
            if (!cultureCode.ToLower().Contains("en-"))
                LocalResourceFile = LocalResourceFile + ".ascx." + System.Globalization.CultureInfo.CurrentCulture.ToString() + ".resx";
            this.Load += new System.EventHandler(this.Page_Load);
        }

I was wondering if anybody knows how to place this or a similar fix on one of the core files so that I don't have to put this on every module I install from my old site.

Hi,

Your new website must have more than one locale installed (Admin > Language) to make it works!

It has two... English (US) and Español (Estados Unidos). Everything is checked on that page. I'm still dependent on that code snippet.
