I checked my connection string again using ODBC, verified that the inet guest account and ASP.net account have public access to the db and still got the error.
 
Next I deleted the database, the site in IIS, and the folder containing dnn. I then recreated everything, reinstalled, and got the exact same error.
 
Info that may be helpful in troubleshooting:
SQL is not installed on the same machine as IIS (my connection string references the correct server)
Server running IIS has 2gb or ram with aprox 22% free
FP server extensions are not configured for the site.
 
What's next?

You may experience this problem if you changed the default password for host/admin account. There are two solutions to solve the problem.

1) In Install/DotNetNuke.install.config (4.3) or Install/DotNetNuke.install.resources (3.3) file, the length of password for host and admin account must be equal or great than 7. (<password>dnnadmin</password>).

2) Change minRequiredPasswordLength="7" to minRequiredPasswordLength="4" or what ever you want in Web.config file.

I checked the SmallBusiness.install.config file, which I used during the install, and sure enough the default password is 4 char's long. So I changed the minRequiredPasswordLength in the web.config file to 4 and launched the app and still got the error.
 
Should I reinstall again with a longer default password?

You need to change either of them and reinstall DNN again.

Well I did both. I set the default password to a 7 char string and set the minRequiredPasswordLength to 4. I then did a fresh install and got the same error.
