I have upgraded DNN from 6.1.2 to 6.1.5 on Windows 7 box with IIS7 and .NET framework 4.0.

When I try to add html content to module's footer or header, I get the following ReqeustValidationException :

[FATAL] DotNetNuke.Framework.PageBase - An error has occurred while loading page.
System.Web.HttpRequestValidationException (0x80004005): A potentially dangerous Request.Form value was detected from the client (dnn$ctr928$ModuleSettings$txtFooter="<br/>").
   at System.Web.HttpRequest.ValidateString(String value, String collectionKey, RequestValidationSource requestCollection)

I searched every where in the past several hours, all sites point to set the httpRuntime in web.config to requestValidationMode="2.0", I did that, I set my app pool in IIS7 to 4.0 and Integraded mode. I reset IIS and app pool , nothing helps, still getting the error. 

Please help. Thanks!

is your site a root website (i.e. http://localhost) or a subapplication (ie..http://localhost/mysite) - if it's a subapplication it may be picking up the root web.config settings - i've seen cases where this happened as the root and subapplication ran different .net versions, and one case where the machine.config policy did not allow site level overrides of the httpRuntime.

Hi Cathal, thanks for the reply.

I have tried both placing application in the IIS root and as subapplication, nothing works. I checked machine.config and web.config files there is nothing on httpRuntime except the configuration handler in machine.config.

What I need to do is to allow admin users to enter <html> and <javascript> in the modules' header and footer. 

What I just tried is this. I dlownloaded "new install" of DNN 6.1.5. I installed it and everything works fine, I can enter html in the modules' footer or header.

However, when I compile from source, I can't get it working.

when you use the source package you need to compile in release build to build the packages, before you deploy.
