We have just updated a our Repository Module (to v 3.5.4),

We would like to give registered users / subsriber users or specified users permission to upload new documents.
Firstly, is this possible?

- I have given registered users and subscribers permission to edit the repository, however when such a user attempts to edit the repository they get an error message saying:

"Either you are not currently logged in, or you do not have access to this content."

Is this a bug?

(Using DNN v6.1 and SQL 2005)

users do not need 'edit' rights to upload documents.  Open the module's settings page, you'll see a "Roles" section on the "Repository Settings" tab.  Just check off which roles allow members to upload items to the repository.  If a user is given "upload" rights, but is not also a "moderator", then they will be allowed to upload items to the repository, but they will not appear until the upload has been reviewed and approved by a moderator.
