If you go to Manage in the Documents and Links module, there is a link that says "Import Content." When you click on this link, it allows you to see a drop down list of the folders in the admin file manager and to choose a file with a similar drop down list.

My question is what does this "Import Content" link really allow you to do? When I choose a folder, none of my files that are in this folder appear in the drop down menu when I click the drop down menu for file. Why is this?

import action is used to import content, previously exported by another instance of the module (same version) into a xml file.

OK. So is it true that import content would NOT allow me to upload all of the files in one folder into the Documents or Links module?

This import/export seemed to me to be more like some sort of local backup/restore. I too was searching for a real import/export, expecting it to be similar to installing extensions (in DNN7) or even dragging and dropping them in like you can do with the site icon.

The somewhat old-fashioned "save to a folder on the server and use FTP" just didn't feel right. Especially because I could only overwrite existings and couldn't get my new file to show up in the list.

Until somebody pointed me out that DNN needs to synchronize files before they show up in the lists. I have to say that was unexpected.
There is a "synchronize files" button for that in the file manager and a background-job which doesn't seem to run often enough to be usefull in this situation.
