I am aware of the test DNN site you can set up on their website, but it is insufficient for my needs. I really need to install and use DNN Community from my local HDD. Can this be done, and how?

If you're technical enough, download the install zip file for the community edition, create a new website in IIS, a new database and set it up.

If not, install Microsoft web platform installer and it'll install DNN for you, along with numerous other open-source apps.

you may install DNN on your local machine, either using IIS (included in Windows 7 Pro) or IIS Express (will be installed by Microsoft Web Platform Installer or WebMatrix). IIS will allow you to use an alias Domain name you may specifiy in System32/drivers7etc/hosts file (using a text editor) while IIS Express will use custom ports on localhost.

The dnn installation doc would be good enough for your question. If you are completely new to server, you might check out iis.net website for further documentations. regards
