Nope. It is a standalone application. For Blogging (and ONLY) it is the best IMHO.

As for DNN, you would need News Articles (from Ventrian)  module for the perfect Blog.

Blogengine.net is a own web application.

The blog on this site is using a free DNN module you can download from http://dnnblog.codeplex.com .  Please use for checking the version 4.1.1.  A upgrade will be coming soon, but the 5.0.0 RC still have issuers so that I could not suggest it yet.

 Honestly, as a blogging platform, your SEO guy is speaking honestly.

However, as an all-over web development platform, DotNetNuke is better.    If you just want a blog, the current DNN blogging options can't match up to wordpress exactly.  But if you're doing other things with your site, such as a true social platform, membership site, or any other myriad of web applications, you'll find that Wordpress increasingly looks like a one-trick (blogging) platform.  Which is understandable - it's designed primarily as a blogging platform, while DotNetNuke is designed to be a complete web application framework.
