i have confirmed at my hosting provider that on the firewall "verify normalisation" is active and "block high bit characters" is also active.

It'd be very helpful if more details can be provided on how DNN was configured under ISA environment?

Also did the log4net log file had any error - \Portals\_default\logs\xx.xx.xx.log.reources.
