Here is comment from the support ticket on this issue:

While nominally public the DNNRoleProvider class is not considered part of the DotNetNuke Public API and we have moved the DNNRoleProvider class into the core.

The problem is that in your module you have instantiated directly a specific concrete implementation rather than using the Instance method, which is best practice.

var roleProvider = RoleProvider.Instance();

Actually there should be NO need to use the Role provider at all but use the core RoleController class to get an ArrayList of roles.
