OK, even "Basic Settings" / "Advanced Settings" are better than "Basic Controls" / "Advanced Controls". Either way, we seem to agree that "Controls" is not really the best word choice. I know it's nit picky but if we are redoing the UX, we may as well do the best we can while the covers are off.

Interesting. When I hover over items in Host and Admin menus, I get an "bookmark" link that allows me to add that item to the Bookmark tab. You don't get that?

I understand the Page Management page/module has additional security concerns beyond the ability to edit the current page. But that doesn't change the fact that it is naturally intuitive to expect to find a link to the "Page Management" module under a menu group called "Pages". Remember, you have been deep in DNN for 10 years have trained yourself on where it is. New people almost ALWAYS first go to the "Pages" menu group when trying to find the "Page Management" module. That fact alone is proof enough it should be there.
5) Are you sure, anyone would look for a module under "edit page"? I would start integrating "pages" and "edit page"
Absolutely! Again you need to look at this through the eyes of a new user. As a new user, it seems intuitive that "adding content to page" (ie, a module) would be found under the section related to editing the page. That is what I am doing, editing a page, so why wouldn't the options to add new content to the page be found there? Again, I know it a slight shift from how its been done in the past, but that doesn't mean we can't improve upon the past.
6) sorry, but would you really look for "users" in "edit page"? Of course, any item may be placed within a submenu - providing the user with more time to consider, what they really want to do, while looking for the proper command ;)
I think you misread my comment. I said "perhaps" these could moved into the Tools menu group. not the Edit Page group. They wouldn't make sense under the "Edit Page" group since they aren't page specific. I'm not completely sold on the idea, just food for thought on how to make the Admin look even more clean.
7) IMHO, the problem exists the other way round: when adding a module, the module should be able to offer alternative "sets" - consisting of a single or multiple modules. But even this option should not be selected from a list of obscurely named items, creating past midnite by differently talented developers, but according to the use case of the module. I know websites wit half a dozen news modules, HTML module replacements etc., where none of the authors is able to pick the proper one in more than 10%of use cases.
I didn't really understand your comment, I think maybe its a language or cultural gap. It might be easier to explain it via an image. Basically, the problem is with multi-part modules that have lots of Module Definitions. By default, when you instantiate a module on a page, EVERY module definition gets placed on the page. You then have to go and delete all the ones you don't want. It's really more a one time pain when setting it up so its not a huge deal, but it always bothers me.
