What I've tried so far:

Re-upgrading & copying 6.2.4 files, tried this 5 times.

Restart website, restart server - 20 times

The files that are mangled on download are: .jpg, .gif, .doc, .pdf
Good downloads: .css, .txt, .html
Is the difference here that one is txt and other are binary?

I assume this is just a bad upgrade but is there a way to reinstall filemanager? It changed in 6.2.3

Anyone have a clue as to where to look next?

I am not sure, why files are handled different by type, but I would start disabling static compression for those file types - .jpg is already a compressed format and may not gain much benefit from additional compression by IIS. You may use fiddler to analyse communication between your browser and the web server to check for anomalies. Most likely, this is not an issue of the rich text editor, which simply creates HTML, being displayed without the editor (and filemanager) involved. What does the source code of the download links look like?

Sebastian this is file manager, included with core, we're talking about not a webpage. I upload a file and try to download same file. I know it is not corrupted during upload via file manager, only on download via file manager.

In file manager if you hover over the file you want to download, it shows:
_dopostback('dnn$ctr362$FileManager$dgFileList$ctlxxlnkDLFile',") where xx changes with file your pointing to.

I've tried fidler but don't really see abnormalities

These are standard, not secure, in file manager and it doesn't matter whether it's in root or subdirectory and I've tried 3 different browsers on 3 different machines.

The DNN 6.2.2 install on same server, with same compression settings works fine. It's just 6.2.4 that don't work. I have another 6.1.5 install on same server and it also works.

The file is about 40% bigger on download than it was on upload. The file size when looking at server is same as local computer. It is the download process in file manager that increases the size.

what happens, if you post a link to a file on a page - either using Richtext Editor or a module like DNN links or DNN Downloads?

It is fine in HTML module and blog (core), just filemanager download doesn't work.
