I'm completely new to DNN, and I'm confused.

I installed DNN on my localhost and trying to get started. I tried to add a new user but I can't, I simply don't have new user button on user accounts page. I logged in as administrator - the one I created during installation.

What do I do?

What difference does the mode make? I'm not trying to edit site content, I'm trying to manage it using backoffice or whatewer it's called in DNN. Quite confused here.  What is action menu?

Here is what my User accounts page looks like, how can I get add new user button and other buttons to appear?

Once you switch to Edit mode you will see a Manage button appear at the top left of the module, click that to display the various options, including Add New User.
