Seeing as our website has Page State Persistence and I'm not allowed to switch it back to page, what are some ways with dealing with it? For example I'm having partial postback issues where i download something with a link button click, but when I click another link button the page refreshes. There a way to prevent or deal with that?

partial postback does not work for ASP.Net controls without access to the viewstate, sorry. You will need to use different controls.
