I'm guessing the skin uses Solpart Menu.
This menu uses browser sniffing to detect the browser and adjust the HTML/CSS it spits out (very old fashioned)

If that's the case there's nothing you can really do about this issue, but use another menu component.

As Solpart menu is not developed any more, the best thing to do is to switch to the DDR menu.
The switch is quite easy mostly as DDR has a Solpart "rendering mode".

Hi Timo,

I am using DNN 5.4.4 in our intranet - the skin (which is a slightly modified "ClearBusiness" skin by Bo Nørgaard and very very old ;-)) uses (as one of the mentioned modifications) DDR menu 1.0.0, and the effect was the same as described above. So I updated to DDR menu 2.0.1 (for DNN 5.1 and above), but it did not change anything.

I also changed the browser caps according to some hint by Gilles here in the Community Exchange.

Even worse: After updating Visual Studio 2012 (to "Update 1", I do not have any Intellisense support in the markup files anymore, so it is quite hard to find out if there is any attribute I could try to change.

Any idea?

Normally browser caps should not influence DDR menu AFAIK.
Do you only have this issue on the actions menu or also on the main menu?
BTW, did you try the default container?

the main menu was also affected, but it seems that it was a caching problem - after a while, the thing worked.
