I have a fresh install of DNN 7 with IIS 7 on Server 2008 using ASP.net 4, etc.  The install went smooth and many things function fine. However, when I click on the EDIT page button, a small window pops up, spins and then goes away.  The same happens when I attempt to add a module to a page.  

I have tried IE, Chrome and Firefox all with the same result. I see others are having this problem.  Is there a solution yet?

I have "solved" this issue.

I went to Host -> Host Settings -> Other Settings

Changed "Control Panel" to RibbonBar. Then I can switch to Edit Mode and, well, it worked. I even switched back to ControlBar and still was in Edit Mode and could edit everything.

I can also add modules now.

But if you quit Edit Mode, you should again switch to RibbonBar.

I have confirmed that your method does work. I don't think this should really be a solution per se. Ironically, I discovered the same thing before reading your reply. Except I didn't try switching back to the control bar while in Edit mode.  Thanks for pinning down the issue to the control bar. Maybe this will help someone on the DNN team to figure out thee real solution.

Yes, that`s why I wrote "solved". This is a hack, nothing more.

Obviously, there is a bug in a button click handler.

I am having the same issue, the control bar does not allow me to change modes, 

I found a workaround, here is a related post:

the workaround is to set runAllManagedModulesForAllRequests to true in web.config
