The simplest way for you would be to do it as in the picture below (if it is passed on  by the DNN Forum Hosting and visible at all) - just check the option check of "Use Hosted jQuery Version?" and write "http://ajax.googleapis.com/ajax/libs/jquery/1.6.1/jquery.min.js" in the text box below .

Update and restart application (and application pool in IIS server if you have access to it).

One thing more: this solution worked for me, I don't know if it is applicable for you.

 Hope it is anyway.

Upon rechecking I noticed that the highest jQuery version which works for me is 1.7.2.

If that doesn't work for you, you should try both lower or higher versions - the list could be found here.

Thanks for your help, Greg but it's still not working. How frustrating...

I was able to fix my issues by adding the following attribute in the web.config:

I had this same issue. I upgraded from dnn 6.x to 7.6. I could not go into edit mode, I could not move modules. Every fix I attempted failed. The IIS server was current. I updated my jquery to the latest one which solved the issue of only having one set of controls for all modules but I still could not move modules or get into edit mode.

I went old-school and downloaded a full install version of DNN 7.0.6. I took the web.config file from that package, changed the connection strings and machinekeys and replaced my entire web.config file. Problem solved! I don't know what was wrong with the web.config and I don't have the time to comb through it.
