Hi, 
I have solved the same issue changing to Ribbonbar control panel, but now i have another problem: when i move a module from a place to another, when i change the mode from EDIT MODE to VIEW MODE it returns to the initial place.

With Chrome Inspector i've see this error:

Try clearing your cache. Go to host, host settings, then at the bottom clear cache.

I ran into this issue with a full install of 7.00.05 .   I set up an install with 6.0 then upgraded.  The issue did not appear in the upgraded site.  A side by side comparison of the web.config file showed the following was missing from the full install,

<system.webServer>

   <modules>

      <remove name="FormsAuthentication" />

     <add name="FormsAuthentication" type="System.Web.Security.FormsAuthenticationModule" preCondition="" />

</modules>

<system.webServer>


I added this section and the Edit button is working now.  The complete summary is on my website.
