I'd like to put a banner module on the top of all portals and have it un-editable by any portal admin.

What I've tried doing is logging in as post and putting the banner module in place.  I create a role called HOST and assigned the Host user to that role.  Now what I'd like to do is edit the permissions for the banner module such that only the HOST role can edit it.

I've unselected Inherit from page, and yet the EDIT checkbox for Administrators is checked, and also is disabled so that I cannot un-check it.  I'm sure I could go directly in the database and change this, but am I going about this the right way?

How can a host force each portal to have certain content/modules?
