I found that I can do this

  1. after creating a  new role
  2. add the user module to a page
  3. then go to settings turn off Inherit View permissions from Page
  4. add the permission to view module
  5. add the permission to manage users

Administrators role always has the permission to manage users - and the default user accounts module restricts this to members of administrators role (and superusers).
Have a look at dnn-connect user management, if you need additional options.
