After upgrading from 6.2.3 to 7.0.3 I cannot add new users or remove/change old users.

I get the following error when adding a new user:

I deleted all data in the file system and the database. Thereafter, I performed a Clean full installation of DNN 7.0.3. So far every thing seems to functioning. However, a lot of work to reproduce all users, roles and pages.
