I would like to allow users to be able to subscribe to a whole calendar. This way they get notified of all new a and changed/updated events. We have 250-350 events a year and constantly making updates and users do want to click thru each one to subscriber individually. 

Any help would be great

Look in Edit Settings, Notification Tab.

You can enable subscriptions to a calendar, as Mike says on the Notifications tab. However this will only send notification of new events, not changes to existing ones.

Alternatively get users to subscribe to the RSS feed, which will show events based on their last update date.

Thanks Mike and Roger,

I have those available already. Some of the members wanted to see if they could also get notified when updates were made to any event on the particular calendar. In a way for them to be less proactive and check for updates and just get an email or other notification when changes are made. We have 90% of our events that must be approved and permitted under USA Cycling. Our racers, officials, and others want the easiest way to get notified when any changes are done, be it date and time changes, to cancellations. I was hoping to stay away from a 3rd party extension, but may have to do some investigating.

If anyone has any and all ideas please feel free to post/reply.
