I have searched the forums for similar problems, tried numerous approaches and am still getting the following error when I run Install.aspx:

Method not found: 'Boolean DotNetNuke.Entities.Host.ServerController.get_IsWebFarm()'. Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code.

Exception Details: System.MissingMethodException: Method not found: 'Boolean DotNetNuke.Entities.Host.ServerController.get_IsWebFarm()'.

I would check that the server you are trying to install the upgrade onto is running asp.net 4.0 with all the latest service packs.
Also make sure that the ms sql server is at least running 2008 with all latest service packs.
And the IIS server should be at least 7.0 -  which pretty much means windows 7 os or better.

Without these minimum specifications dnn 7 will not run

It is running IIS8 on Windows 8 and SQL Server 2008.

Scanning the forums I found references to the FileBasedCachingProvider returning this error.

So I replaced ~/bin/DotNetNuke.Caching.FileBasedCachingProvider.dll with a newer version from 6.x and ran Install.aspx again.

FIXED!
