I downloaded the latest install package (7.0.5) and tried to install on my Win7 Enterprise. The 1st time I encountered some errors related to SQL log in and managed to get through of those and was able to bring the site up. After that, I decide to remove all the files and try a fresh install again and I come across with this error.

Does anyone here have the same problem? How come I didn't see this error the 1st time but now?

This would likely happen because you tried to install without copying the INSTALL files from the ZIP file again.

I think you're right. I realized I had the modified web.config from the previous installation, which was dynamically modified during installation.
