I followed the upgrade path to get from 5 to version 7.  After getting the v7 upgrade installed, the skin is no longer working.  I tried to follow this suggestion to reset the skin, also trying the Gravity skin that came with v7, but nothing changed:

Login also does not work, which is what I'm after so I can upload the skin package.  I did notice the prior skin was missing from the table after upgrading (it listed all the skins except the one we use in SkinPackages).  That's when I started trying to get one of the listed skins working, but I've hit a dead end.

Suggestions?
