When I try to add a page DNN crashes with the following error:

I found the following in the event viewer preceding the stack trace.

I just upgraded to 7.00.06 which completed without an error.  Anybody have a clue??

line 22 in managetabs.cs shoudl be an empty line, so my best guess is that the file got corrupted when you copied the upgrade files over to your installation. Just get that file from the upgrade package, and copy it over your "corrupt" one, and see if that fixes your issue

Managetabs.cs didn't exist so I assume you meant ManageTabs.acsx.cs which did exist.  In any event, I opened it up in VS2012 and line 22 was indeed an empty line.  I had my host (3Essentials) restore the site from the backup prior to the 7.00.06 update and now I get a different error:

It seems to indicate that there is something wrong with the xml structure in the "ie.browser" file in the App_Browsers folder, but there isn't.  Line 1; position 1 begins with "<"  (<browsers>) as it should.  I'm not sure but the "Source Error" seems to indicate that there is a blank space in front of "<browsers>"  but it's not there if I open it up in Webmatrix, VS2010, or VS2012 and I don't see where anything would insert a blank space or anything.  The site won't boot so I have no access to Event Viewer.

I'm stumped.

Seems to me that a lot of files in your installation are corrupt. How did you put those files there in the first place?
