Any thoughts on how to resolve this?  Should I rever to 6.2?

In the first line of default.ascx, I had to change this:

Inherits="DotNetNuke.Skin"

To:


Inherits="DotNetNuke.UI.Skins.Skin"

proper statement in first line would be "Inherits="DotNetNuke.Framework.DefaultPage".
If your default.aspx did contain a different statement, most likely the file has not been replaced on upgrade.
make sure to unblock downloaded upgrade package, prior to unzipping it and replacing all existing files in your DNN installation directory.

Sebastian - the OP said "asCx", not "asPx".

It's confusing that it's called default, but I think it's his skin.

I think that Inherits is correct.
