I just finished installing v7.1.  The website will not load.  I gave full control to my app pool in both IIS, the root folder, and sql. The error I get when I try to navigate to my site is:

IIS 8.0 Detailed Error - 500.19 - Internal Server Error

I followed the video from the DNN resources page word for word.  I've actually done this twice so far and got the same error both times. 

This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".

Do I need to add the IIS_IUSRS to the logins for the Database?

Only the Applicationpool User have to add to the Database with the Default dbo Schema and dbOwner enabled.

This has nothing to do with the database. The site cannot even start so it's not going anywhere near the db yet.

Caveat - I've never tried win8 so it may be different. I have seen similar errors when the Virtual Directory in IIS is NOT configured as an Application. If you right click on it does it offer you Convert to Application? If it does, try it.
