actually I am talking about this kind of message :

“*Note: Membership to this portal is Verified. Once your account information has been submitted, you will receive an email containing your unique Verification Code. The Verification Code will be required the first time you attempt to sign in to the portal environment. All fields marked with an asterisk (*) are required.”

how to turn it off?

If you want to remove the message then you need to remove it from the resource file Or you can also do this by removing the case from the login.ascx.cs file as well.

I choose to change the resources files as I did not really understand the other one.
I found a good articla which help me too
http://seablick.com/blog/148/understanding-dnn-user-registration.aspx

To achieve I modifiy :
App_GlobalReseources > SharedResources.resx to remove the main message.
DesktopModule > admin > Security > App_LocalResources > Register.ascx.rescx to remove key RegisterWarning.Text

after that I had no message anymore but I still had an empty box so I modify
DesktopModule > admin > Security > Registrer. ASCX where I had to remove the class dnnFormMessage only

Hope it can help others
