The server has been running great for a few days but just started getting this error and CPU hitting 100%.  The c:\TeamCity is what I think is strange.

It looks like a caching issue, are you running a single webserver or a serverfarm?
make sure, not to configure a web garden (multiple processes for same IIS website)

It is a single web server.  Would adding more memory help with the cache issue?  We also switched to Memory for Page State Persistence on the new upgrade because we had issues saving in the admin settings if that was not turned on.  What I don't understand is the File is saying something about c:\TeamCity\buildAgent\work\70Maintenance\Increment_Compile\.
