Jim,
you either need access to the file system (via FTP, RDP or WAP) or to the database, to regain superuser access - otherwise any user could get himself superuser permissions.
You will need to get to know the hosting provider (a whois query on the IP address might help) and contact them.

Hi Richard,

I don't have ftp to the site in question I was just uploading to the web site. I have tried using ftp on a site I can ftp to and whilst I can't place the document directly on the site, with a bit of fiddling about I got it done and it worked. Now what need to do is give myself an ftp login to the site in question. Can you help? I do have the admin login and password.

if you have an admin account for FTP, you should be able to upload the file to the proper directory, a site admin account would (and should) not help.
