We upgraded one of our applications from 7.0.4 to 7.1.2. We are now finding that instead of sending an email notification to the administrator of a portal, DNN is sending a message to all admins. Is this a change in functionality? Is there a way to go back to emails?

I don't recall it being a planned enhancement (and cannot find a relevant issue in our tracker) so I'd recommend you log it as a bug at https://dnntracker.atlassian.net

I am having the same issue with a 7.1.2 site. We would like new user notifications only go to one admin or just selected admins, not all admins. Has anyone found a way around this?

 AFAIK you can stop the messaging email via Admin > Site Settings > Advanced settings > Messaging settings > Send Emails:

The emails registered new user emails then only be sent to the portal admin and the new user if needed (tested in DNN 7.2.2)
