We are using Content Staging in the Text HTML module.

"On Save" you have to manually select the option "Publish Changes" to publish the changes.
Is there a way to default select this option.

yes - go to the module settings of a html module and then click on the html module settings tab. You can change the workflow to "direct publish" and then in the section below set what to apply it to (i.e. whether it's the new default for the module, the page or the site), and even force that to existing html module instances via the "replace existing settings" checkbox
