There are two settings that control maximum file upload size. The first in web.config has a default of 12MB in DNN 7.2.0 so that's not the one limiting your uploads. The second is located in Host --> Advanced Settings --> HTML Editor Manager and is actually several settings as separate limits (default is 1MB) can be set for documents, images, flash, media, Silverlight, and template uploads done through the HTML Editor when the RadEditorProvider is selected as the default editor provider.

Thanks for reply, I did both setting. and HTML editor working for me. But file upload using  file manager causing problem. Even there is no issue of file size also if file has 1 Kb size then also its throwing same error.

In your site's web.config in the < httpRuntime > node, what is the value for maxRequestLength?

Also, in web.config, search for a < requestLimits > node which may or may not be present. If this node is present, what is the value for maxAllowedContentLength? It may also be that this value is being improperly limited in IIS configuration and not in your web.config.

Note that in the above I have added a space after the < and before the > so that this forum post will display the angle brackets. Also, note that while maxRequestLength is specified in kilobytes, maxAllowedContentLength is specified in bytes.
