I've created a new portal for development.

When I first visit the home page after logging in, a pop-up appears saying "Welcome to your website", etc.

Is this a new feature and can this be edited, etc., for our preferences?

It's a refinement of an old feature - it's content is dynamic so can change (and will change between versions). You can simply close it (set the checkbox in the bottom so it doesn't show again). It will show again after an upgrade (so that hosts are aware on new features etc.), but there are a few ways to change that - give me 10 minutes and i'll write up a wiki page

Putting it really bluntly ... I'm not sure I or many other dnn developers want a 'dynamic page' popping up another potential funnel back to the overly aggressive seeming evoq sales team every time one of our clients puts a dnn community upgrade on their site ... Just sayin ... Feels a bit like another case of put things in CE because marketing wants then ... Not because they really are beneficial to the dnn community.
