We are running into a similar problem with DNN 7.2.2+.  When you try to navigate to a page that is flagged as disabled, instead of getting the 404 Error page, users are directed to the home page which loads with no content and the same errors as reported by Ton:

A critical error has occurred. An unexpected error has occurred.

The site in question is an exact copy of a portal currently running on 7.1.2.  The original 7.1.2 portal redirects to the Page Not Found page.  The new portal that was upgraded to 7.2.2 and then 7.3.0 is having the issues described above.

Any further information on what is causing this and/or what the fix is?
