You should be able to specify page permissions in Page settings, 2nd tab.
Another option would be using pages module in Admin menu.

Can non-admins use pages in admin menu?

I have tried, the answer is no, tabs module cannot be used by non-admins (what a shame). Maybe the best solution is to modify the tabs module so that any user can access it and only display the relevant pages.

Is this a bug, or is this the way that DNN functions? I am running 7.3.3 and am having the same issue. Has anyone found a solution yet?

I am looking at using the DNN Sharp Pages module, but I'd rather use native functionality.

This has to be a bug. I'm running into the same issue. I don't want to make my content providers admins, but they need to be able to specify a new page's parent.
