I did notice one thing. There is a fallback to the jQuery library, but not to the jQuery UI or migrate. I was wondering why that is. And also jQuery version is now at 1.11

DNN uses jQuery for it's backend, so it loads jQuery when you log in.

When  you load $ like this from the skin you risk it being loaded twice.

That's why there is the jQuery skin object. That asks DNN; "load $ unless it's already loaded".
The skin object has an option for jQuery UI too.

I created a blank ascx page using just the code below. I logged out. jQuery still loads when logged out according to the source code even though nothing on the page that I know of is requesting jQuery.
