As I sent two Screen Capture from Two NEW English and Farsi DNN Installed with adding Admin user n both CMs, there is no permission. I Use Plesk Panel for File Manager but I have Access to my Dedicated server also. I think there is problem on Folder Permission. Or other things like SQL Server Source, for me it is  176.9.138.131,53124  and the permissions for this folder are  this: look at this image http://ecb.ir/armin/server-screen-capture.png is there any problem from back side of DNN and it's cause to not allowing permission to admin?!

I think there is a mistake here and need to debug from dnn. before it was not same this and admin was equal Administrator with admin access to any where... :(

My point was for you to REAPPLY the permissions. I've seen this happen before in uprades where permissions hiccup and you simply need to Apply the changes (even though it looks like the permission ARE applied correctly).

I test it, I have another problem, I think some problem is in my Dedicated Server via Parallel Plesk Panel as I install it for my clients... Because As Cathal saying by default there is permission and if no permission there is a problem here.
I use a good Farsi (Persian Language) Core and we think this is problem, I install to New DNN 7.3.1 on farsi for www.dnnportal.ir and second Original from Codeplex DNN 7.3.1 English for www.drdnn.ir right now both are ready to check it, When you login by admin account both have problem it means there is another problem out of DNN!!!!

Maybe Folder Permission or Some thing in Plesk Panel...

I need help to solve this problem...

Having the same issue with the image manager after upgrading to 7.3.1. and it doesn't matter what html editor I use. The images just are not showing up in the manager. I can upload to the root folder OK but I can not upload to the child folders or if I create a child folder under a child folder it does not show up.
I created a image folder under the root folder, but if I try to upload to that folder I get nonexisting folder but the folder shows up under root folder.

If I go to the Admin file management the folders are there and any images that I uploaded are there, they just are not showing up in the HTML image manager.

I'm having the same issue on a site upgraded from 6.2.9 to 7.3.1 when using IE 11 ONLY. In addition to not having the root folder file display populated, I cannot navigate to child folders in the tree nor upload. Firefox and Chrome are working OK. JavaScript console in IE 11 shows error "Object doesn't support property or method 'attachEvent'" when clicking on Image Manager in the HTML editor. No JavaScript errors are occurring in FireFox or Chrome. The site is using a legacy skin which I'll be changing out later today. Will see if that makes a difference.
