DNN as it stands now loads jQuery, jQueryUI and jQuery-migrate in the header section. For optimization purposes it would be nice to force those to load last down by the closing </body> tag. Is there a way to make DNN 7x do this?

in theory yes, as all of whose are javascript library extensions - if you look under host->extensions->javascript libraries and edit one you'll see a "preferred location" which is set by the library when it's installed. You can either edit the dnn manifest for those extensions and then install them, or else "hack" the entries in the JavascriptLibraries table (PreferredScriptLocation) column. However AFAIK they are set like that for a reason i.e. many modules use jquery code that runs before the page fully loads, so to do so they are included in the header.
