It situation is worst;
the installation a hundred percent compled; but the page display is not good
and the system is looking a missing file: login.aspx

To get useful help you are going to have to be MUCH more precise about what happened and what you saw.

I just downloaded DNN7.3.1 installed and it worked fine for me. It took about 10 minutes from deciding to download to seeing it on the screen. Login works fine for me.

Win 7/SQL 2012

most likely there is an issue with configuration (Windows security) or files. How did you specify permissions for your DNN folder?
