If I would like to change the Default Value of Users' Preferred TimeZone, what value should I use?

I've tried all of those in this table but when I create a test user it always take the Portal Timezone.

AFAIR. default value for the property is ignored, it is always defaulting to Portal timezone (by Design).

Where can I set portal timezone? I wasn't able to locate it anywhere (dnn 7.3.1).
Also if DNN retrieves it automatic there's something wrong since the server is gmt+1 but it defaults to gmt-8.
I tried to set "W. Europe Standard Time" as default value for new user profiles but with no luck :(

Max, you specify Portal Default timezone in Admin > Website Settings (2nd tab, AFAIR). This will also be used as Default for new user accounts - not affecting already existing user accounts.

I searched for it dozens of times and never saw it :( Maybe I was mislead by the header of this section that in italian sound like "Toolbar settings" which actually won't seem the right place for site timezone ;)
