Were you able to fix the Call up to Site Settings? I am getting this same traceback. I have 3 sites on this DNN instance and the other sites are working so I'm thinking it maybe something in the file directory environment.

I know there had been a glitch with the default skin/container values stored in site settings (if the case didn't match the actual skin/container names, it would throw that error).

That particular issue has been fixed, AFAIK. If you can access your back-end data for your site settings, that could be the problem.
