there might be an issue with the special culture code format. Please execute the following statement in Host > SQL and provide the result here:
SELECT LanguageID, CultureCode, Len(CultureCode) AS L, CultureName, FallbackCulture FROM {databaseOwner}[{objectQualifier}Languages]

btw. are you using default Language Skin Object , included with DNN?

I guess.

It is default clean install. I download DNN_Platform_07.03.01_Install.zip file, extract to my IIS folder, run setup (everything default), go to site, install Serbian and switching doesnt work.
If I install every other language it works normally.

I suppose that its problem in url maping...

When I select English, it goes to
http://localhost/en-us/

When select Deutsc, it goes to
http://localhost/de-de/

When select Serbian, it goes to
http://localhost/de-de/language/sr-Latn-RS/Home
or
http://localhost/en-us/language/sr-Latn-RS/Home
depending on the pre-selected language.


Totally weird.

this definitely sounds like an issue with "advanced" url rewriter. You may workaround by using humanfriendly urls (replace "advanced" in web.config with "humanfriendly").
Please log your findings at support.dotnetnuke.com with as many details as possible to get it fixed in one of the next DNN versions.
