I have a security role named "Staff" and have created that group its own menu for managing users/roles and for sending broadcast (newsletter) messages to registered or subscribed users, or the Staff role itself.

Recently a staff member reported that "Subscribers" is no longer displayed in the search results when typing "SUB" in the TO field of the form.  I've recreated my TestStaff user account and confirmed; similar user names display in search results, but no Security Role can ever be found (Staff, Administrator, Registered Users, etc)   

I can think of nothing that has changed in our configuration (ver 07.03.03), and almost certain that I tested this feature when I created the Role and restricted menu.  I can find no info searching forum(s) or google.

Anyone have suggestions?

Same problem here. And the last time I tried sending a Newsletter to a group of registered users, the email was never sent. I received the admin notification "0 messages sent."

Steve, that smells like two different issues.  As administrator I can see all groups (security AND social) and send messages ok.  (audit email reflects correct number of member emails sent).    If I add a staff member to the admin group, they can immediately see groups too.    Worst part is a staff member told me they used this feature LAST THURSDAY, so I am racking my brain to find what might've changed recently!
