OK so I found the issue.  Apparently a recent update from a 3rd party skin developer had created a new folder "0-System" in the Portals directory.  So when the DnnSkinComboBox loaded and called ToDictionary on the skins result set it died.  Removing the offending file system directory resolved the issue.

Unfortunately I didn't find the issue until I upgraded the site to 7.3.2.

0-System has been created by DNN 7.3 upgrade, it is now used for skins, containers and cache, which need to remain in the website folder, even if the whole portal directory is moved to the cloud or a UNC path (Evoq Content)

Thanks for that information Sebastian.  So it sounds like I'll need to restore the directory (0-System) in the Portals directory.  My question now is I have the same skin under 0 and 0-System which seems to cause the issue.  Is it safe for me to just move the skin from the 0 directory into the 0-System folder?  Or what's the best way to merge the two?

with DNN 7.3, new site skins get installed in 0-system/skin/, while old ones are kept in 0/skin/.
If you need to re-install a skin, please make sure to delete it's folder in 0/skins first.
Sorry, this wasn't my idea.
