Seems like default time zone is using the wrong value then...

upon registration, the user should get portal default proposed as preferred timezone in his profile, which should get saved in the profile, even if not displayed to the user.
Dave, are you able to validate this?

Sebastian,

This is not happening. The default portal time is set to where the server is located, which is Pacific time. All new users are being registered with the International Date Line West in UTC format which is what is causing the error. Clicking Update on their profile updates this to the Time Zone Name, however it is still not the Portal time zone.

Dave, did you set preferred timezone for the website in Admin > Site Settings and save changes?
